Mr Reuben Portanier – Founder & Executive Advisor
Reuben Portanier founded Avviza Advisory in 2014, and heads the advisory practice in his capacity as Executive Advisor. Reuben is a C-Level professional with executive management experience in the consultancy, technology and gaming sectors.
Reuben is the former CEO of one of the European leading gaming regulatory bodies, the Malta Gaming Authority (previously known as LGA). With Mr. Portanier at the helm of the LGA, the Authority’s regulated market grew by 34% between 2009 and 2013. Mr. Portanier introduced new methods of regulation which embraced technology and which promoted responsible gaming, whilst he also acted as an advisor to the Government of Malta on Gaming Policy and European Regulatory policy.
Mr. Portanier was also one of the European Commission’s Expert Group Members on the European Union Action Plan for Online Gaming and was the author of Malta’s submission to the European Union’s Green Paper on On-line Gaming.
Under his management, in 2011 and 2012, the LGA was awarded as one of the Global Fast 50 Organisations (for innovation) by the New Europe publication. Since 2009, the LGA embraced mobile gaming regulation, initiated the process in identifying how online gaming operators could use cloud technologies in a regulated fashion, established the frameworks for the establishment of the Responsible Gaming Foundation and the Foundation responsible for the promotion of Malta’s Gaming Sector.
Mr. Portanier had the vision in identifying that the digital and social skill gaming sectors would eventually converge towards embracing the concept of monetary awards for their players and consequently spearheaded the drafting of regulations for ‘games of skill with prize’, being a global first.
In 2013, Mr. Portanier was awarded as one of the 50 most influential persons in gaming by the Gaming Intelligence Magazine. Mr Portanier also served as board trustee with the International Association of Gaming Regulators (IAGR) in 2013.
Mr. Portanier also held management consultancy experience with Arthur Andersen, and held C-Level positions in the ICT sector with MITTS Ltd (now MITA- where he held senior executive roles including that of Chief Information Officer and Chief Strategy Officer), with the Siemens part owned Datatrak Holdings plc (now Loqus – where he held the position of Chief Officer Strategy and Business Development), and in the Engineering sector with Panta Lesco. Mr Portanier also held non-executive directorships with international companies, whilst he also was the chair of the CIO Council of the Government of Malta.
In 2004, Mr Portanier provided strategic and capacity building consultancy to the Government of Bermuda in relation to the implementation of an eGovernment Strategic Programme for Bermuda. Mr Portanier co-authored Malta’s Climate Change Strategy in 2009 whilst he also co-authored Malta’s Industrial Strategy (2007-2009) in 2006.
As from July 2014, Mr Portanier is a Board Member of the Malta Football Association, sitting on the board which adjudicates charges on bribery and illegal betting in football. Mr Portanier is also a member of the International Association of Gaming Advisors (IAGA).
Mr Portanier holds a Bachelor of Commerce (Honours) degree in Economics and a Masters in Financial Services, both from the University of Malta.
